In the past, the only points deducted have been ones earned when the player in question has played.
I think there are a number of instances where the club has been deducted 3 points, but the team has also won the match in question.
Bury were deducted 1 point when they fielded an unregistered player and drew in that match.
In all cases I can find, the official reasoning given behind the points deduction has been that these points have been earned when the player in question has played.
So from this perspective, we shouldn't be looking at a points deduction at all - just a fine. Anything more and we should definately appeal as it would go against the precedent set beforehand.
Hereford should get 3 points deducted. Nothing will happen with goal difference, as it hasn't in any previous cases (unfortunately).
