Again, two willow, allegedly independent councillors cannot stop the majority if they vote for it. Interpretation of Independent= a labour councillor who under that banner would never get elected. Torbay council is now a cabinet run outfit as opposed to the dictatorship under Oliver so I am guessing that the freehold will be kicked into the long grass in favour of a million other more important topics that need resolving in the bay.
